On 10 February 2022 Permanent Representative of Russia to the European Union Ambassador Vladimir Chizhov received Director of the European External Action Service for Security and Defence Policy Joanneke Balfoort who, upon instructions of EU High Representative for Foreign Affairs and Security Policy Josep Borrell, conveyed his message to Russian Foreign Minister Sergey Lavrov on behalf of foreign ministers of the 27 EU Member States.
This document is in response to the written message by the Russian Foreign Minister on indivisibility of security addressed to Heads of Foreign / External Affairs Ministers / Secretaries of a number of European countries, US and Canada, sent on 28 January 2022 (published on 1 February 2022). Ms. Balfoort clarified that the EU does not intend to make the contents of this response public.
