Russia and the EU hold consultations on exchange of passenger name records


In view of the forthcoming entry into force of Directive No.243 of the Ministry of Transport of the Russian Federation of 19 July 2012 “On the Adoption of a Procedure for Establishing and Operating Automated Centralised Passenger Databases and for Sharing Data Contained therein”, Russian and EU experts held consultations on issues related to exchange of passenger name records on 21 June 2013 in Moscow.

Technical aspects of implementation of the Directive were discussed. The Russian side assured its EU counterparts that protection and processing of personal data would be regulated by the relevant Russian legislation which is based on the provisions of the 1981 Council of Europe Convention for the Protection of Individuals with Regard to Automatic Processing of Personal Data. Upon the Russian Federation’s accession to the Convention on 1 September 2013, both the Russian Federation and EU member states will be sharing a single legal space with regard to protection of personal data.

The consultations were constructive and productive. The parties agreed to continue their dialogue.
