On 17 November 2021 Russian Deputy Foreign Minister Andrey Rudenko had a telephone conversation with EU Special Representative for the South Caucasus Toivo Klaar.

Escalation along certain parts of the Armenian-Azerbaijani border was discussed. The officials voiced concern over the armed clashes that had taken place. The imperative was emphasised for Baku and Yerevan to exercise restraint and resolve all problems exclusively by political and diplomatic means.
