Comment by the Permanent Mission on the EU position regarding President of Sudan Omar Al-Bashir’s visit to Russia

On 23 November President of the Republic of Sudan Omar al-Bashir paid a working visit to the Russian Federation.

We took notice of the declaration to this effect made on behalf of the European Union by Ms Federica Mogherini, High Representative of the European Union for Foreign Affairs and Security Policy / Vice-President of the European Commission.

We would like to note in this regard that UNSC Resolution 1593 (2005) referring the situation in Darfur to the International Criminal Court (ICC) does not impose obligations on states that are not parties to the Rome Statute of the ICC, as reflected in the Resolution. As it is known, the Russian Federation does not support the Rome Statute and declared the intention not to become a party to the Rome Statute of the ICC. The appeal to countries and international organisations to cooperate with the ICC contained in the Resolution is purely a recommendation.

Due to serious doubts regarding ICC’s compliance with the standards of justice as well as its depoliticised and impartial nature, cooperation with that body no longer serves the interests of fairness and justice.
