Russia and Europol negotiate a cooperation agreement


The third round of negotiations on a strategic and operational cooperation agreement between Russia and Europol was held on 20-22 July 2011 in The Hague. The Russian delegation involved experts from Ministries of Justice and Foreign Affairs, Federal Security, Customs and Communications Oversight Services, General Prosecutor’s Office and Investigation Committee, and was headed by Mr. A.Avdeyko, acting director of the Interior Ministry treaty department. The Europol team was led by Mr. M.Quillé, Deputy Director of the Agency.

In the course of negotiations the parties made progress on a number of provisions of the draft agreement. They expressed readiness to continue working and agreed to exchange proposals on remaining outstanding issues.

Russia and Europol have been negotiating a cooperation agreement since 2010. The first and the second rounds took place in October 2010 and April 2011. The agreement will enable to streamline practical cooperation between relevant Russian authorities and Europol in addressing the threat of transnational organized crime.
