On 2 December 2021, Deputy Minister of the Russian Federation for Civil Defence, Emergencies and Elimination of Consequences of Natural Disasters (EMERCOM) Andrey Gurovich paid a working visit to Brussels.

He had a meeting with Director-General of the European Commission for Civil Protection and Humanitarian Aid Operations (DG ECHO) Paraskevi Michou.

A draft Administrative Arrangement on Practical Cooperation in the field of Civil Protection between EMERCOM of Russia and DG ECHO, updated by the Russian side, was handed over to the EU. Andrey Gurovich confirmed readiness to have such a document signed with a view to further agreeing a relevant Cooperation Work Plan.

The EU side expressed its interest in an early establishment of a two-way exchange of information on topical emergency-related developments. The parties agreed to resume the practice of regularly "comparing notes" on civil protection issues.
