If the European Union starts another operation in the Mediterranean to monitor Libyan arms embargo that would follow the previous naval mission “Sophia”, Russia expects to be informed in due time. At the same time, this new EU operation in the Mediterranean can only start if the UN Security Council has given its prior consent. It must not become a solo effort by the EU. Anything else would cause problems.
Libya is a divided country today. EU Member States contributed significantly to this situation in 2011. The hardest thing is to find a political solution in Libya. All parties must be involved in it. No solution can be found if so-called internationally recognised government is considered as a good thing, and the opposition is regarded as a bad one. Overcoming the crisis in Libya will demand negotiations rather than just an arms embargo.
