Negotiations on a new basic agreement

At the Russia-EU Summit in London in October 2005 the Russian and EU leaders reached political agreement to conclude a New Basic Agreement, replacing the existing Partnership Cooperation Agreement (PCA) of 1994 (in force since 1997). The negotiations started in July 2008. Twelve negotiation rounds have taken place.

At an extraordinary meeting on 6 March 2014 leaders of the EU Member States decided to suspend bilateral talks with Russia on the New Agreement «in connection with the situation in Ukraine».
