Starting July 1, 2019, citizens of foreign states can apply for online visas for travel to the Kaliningrad Region at the Russian Foreign Ministry’s special site: http://electronic-visa.kdmid.ru/index_en.html. The Government of the Russian Federation has approved a list of countries.
A single entry business, humanitarian or tourist visa in digital form can be obtained by citizens of the following countries:

Electronic visas will be issued free of charge based on an application from a foreign national completed online at the above Foreign Ministry site. The application must be submitted no later than four calendar days prior to the date of arrival and include a digital photo attached to it. No other documents are required for getting a visa.
Electronic visas will be valid for 30 days with a permitted period of stay in the Russian Federation of up to eight days from the entry date.
Online visas for visiting the Kaliningrad Region are only valid for entry in the Russian Federation and exit from it at the following Russian border checkpoints located in the Kaliningrad Region:
- air border checkpoint Kaliningrad: (Khrabrovo Airport)
- maritime border checkpoint Kaliningrad: (sections in the cities of Kaliningrad, Baltiysk and Svetly)
- road border checkpoints: Bagrationovsk, Gusev, Mamonovo (Grzechotki), Mamonovo (Gronovo), Morskoye, Pogranichny, Sovetsk and Chernyshevskoye
- railway border checkpoints: Mamonovo and Sovetsk
Pursuant to Article 11 of the federal law On the Legal Status of Foreign Nationals in the Russian Federation, foreign nationals who enter the Russian Federation on an electronic visa may only enjoy freedom of travel within the region they entered.
