... I would also like to say that on 3 October I spoke on the phone to the EU High Representative for Foreign Affairs and Security Policy Federica Mogherini. Both parties reaffirmed that each of these goals set by the UN Security Council should be achieved regardless of any preconditions that might be put forward by one or another opposition group. We must not allow ourselves to be held hostage to the whims of those who are seeking to attain their opportunistic goals on the ground.
We are also aware that the EU has proposed a new humanitarian plan for Aleppo. We have seen this document and consider it to be worth discussion and support. We take note of the fact that in response to an EU request the Syrian authorities have given consent to opening an EU humanitarian office in Damascus.
