On 26 September at the invitation of the Vice President of the European Commission, Kristalina Georgieva, Deputy Foreign Minister Gennady Gatilov attended the High Level Panel on Humanitarian Financing meeting within the context of the Sustainable Development Goals. Those include addressing fragility, conflict and violence. The meeting took place on the sidelines of the UN General Assembly’s 70th session.

Over 20 high-level representatives from the donor states of humanitarian aid and international humanitarian agencies took place in the event. The participants exchanged opinions on the specific measures to be taken by the international community to overcome the growing gap between humanitarian needs and available funding.

In his speech, Mr Gatilov stressed the importance of maintaining the voluntary nature of humanitarian aid as well as the immediate responsibility of the states initiating conflicts to provide for the needs of affected civilians, and the importance of searching for the political resolution of conflicts.

The results of the discussion will contribute to the drafting of the High-Level Panel on Humanitarian Financing report that will be presented this November, as well as to specific decisions in this area at the World Humanitarian Summit in Istanbul in 2016.
